Feb. 25

Melvin Wallace, 48, of 69 Sterling St., Hartford, was charged with failure to register as a sexual violence offender (three counts), on a 2008 warrant, 6:10 a.m.

Feb. 27

William R. Blair, 25, of 108 Old County Rd., Windsor Locks, was charged with possession of narcotics, possession of drug paraphernalia near a school and possession of a controlled substance/marijuana, in connection with a narcotics violation at Enfield Commons on Elm St., 4:52 p.m.

Isaac Velazquez, 21, of 60 Pearl St., Springfield, MA, was charged with 2nd-degree assault, 1st-degree reckless endangerment and 1st-degree criminal trespass, on a 2013 warrant, 5:40 p.m.

Feb. 28

Arielle C. Mitchell, 26, of 56 Elm St., #15, Enfield, was charged with violation of probation (two counts), on a pair of out-of-town warrants, 6:34 a.m.

Joseph R. O'Hagan, 24, of 50 Church St., Enfield, was charged with 3rd-degree assault, 2nd-degree unlawful restraint and 2nd-degree breach of peace, on a 2012 warrant, 10:00 a.m.

Richard J. Wohllebe, 53, of 26-B Center St., Stafford Springs, was charged with violating restricted substances regulations, in connection with a narcotics violation at the Stateline Plaza on Elm St., 3:13 p.m.
